Abstract

This study assesses the effectiveness of using digital attendance systems to curb absenteeism in government institutions, with a specific focus on the Luanshya City Council. Absenteeism in government workplaces has long been a challenge, impacting productivity and service delivery. The introduction of digital attendance systems is seen as a potential solution to monitor and reduce absenteeism more efficiently. This research employs a mixed-methods approach, combining quantitative data from attendance records before and after the implementation of the digital system with qualitative insights from interviews and surveys with council employees and management. The findings indicate that the digital attendance system significantly reduces absenteeism by improving accountability and transparency. However, challenges such as technical issues, user resistance, and the need for continuous monitoring were also identified. The study concludes that while digital attendance systems are effective in curbing absenteeism, their success largely depends on proper implementation, user training, and ongoing support. Recommendations for improving the system’s effectiveness are also discussed.
